Ray Zhou f8b85cc1a5 1. Change the directory name from workspaces-adminstrations to workspace-adminstration since it is a doc for one workspace. 
2. Add _index.md
3. Add the chaptor "What is Workspace" since workspace is a concept from KubeSphere
4. Update the doc "upload helm-based application"
