chore: add baseline stylelint rules (#6372) 
* chore: add baseline stylelint rules

Use the Prettier config so not to conflict with rules.
Add the Stylelint baseline recommended rules to catch additional lissues

* enable those two rules

* ooops

* refactor scripts

* revert script changes
